Urban Administrative Services

Access Conditions:
Any citizen has the right to request a copy or extract of the development plan upon payment of a fee set according to the applicable legislation.

Required Documents:
1- Application on plain paper signed by the applicant.
2- Copy of the ownership certificate of the concerned property.
3- Certificate of payment of municipal taxes applicable to all properties in the area.

Timeframe: One week from the date of file submission.

Legal References: Law No. 122 of 1994.

Procedure: Receipt of the file, preparation of the copy, delivery of the copy.

Place of Submission: Citizen Space.
Place of Collection: Citizen Space.
Responsible Department: Administration or Technical Service of the Municipality.

Access Conditions:
· Premises constructed in accordance with a building permit do not require an additional license.
· If the premises are not constructed, a decision is made by a technical committee.

Required Documents:
1- Signed application on plain paper.
2- Copy of the ownership certificate.
3- Certificate of payment of municipal taxes.

Timeframe: One month.

Procedure: Receipt of the file, review of the file, on-site inspection, submission to the technical committee, delivery of the permit.

Place of Submission: Citizen Space.

Responsible Department: Administration or Technical Service of the Municipality.

Conditions:
The property must be constructed in accordance with a building permit; otherwise, the technical committee will make the decision.

Required Documents:
· Application addressed to the Mayor.
· Ownership certificate.
· Certificate of payment of municipal taxes.

Timeframe: 15 days.

Place of Submission and Collection: Competent technical service of the municipality or delegation.

Legal References: Article 81 of the Fundamental Law of Municipalities + Law No. 122/1994 + municipal decree on taxes.

Conditions: Any citizen may request a certificate of change of use.

Required Documents:
1- Signed application.
2- Copy of the ownership certificate.
3- Certificate of payment of municipal taxes.

Timeframe: One week.

Conditions:
· The applicant must have carried out the work in accordance with the permit.
· The work must comply with the approved plans.

· Signed application.
· Copy of the report of compliance of the works.
· Certificate of payment of taxes.

Timeframe: Two months.

Responsible Department: Administration or Technical Service of the Municipality.

Conditions:
· The citizen must be the owner of the property.
· Compliance with urban planning regulations and protection of land and monuments.

Required Documents:
1- Signed application.
2- Ownership certificate.
3- Tax deposit receipt.
4- Tax payment receipt.
5- Construction project in five copies.

Timeframe:
· 21 days if the file is complete.
· 60 days if the building is in a model zone.
· 90 days if the project is near natural or historical sites.

Place of Submission and Collection: Technical Service of the municipality or delegation.
Responsible Department: Administration or Technical Service of the Municipality.

Conditions:
· The applicant must hold a building permit.
· No changes in the construction.
· The request must be submitted one month before the permit expires.

Required Documents:
Application addressed to the Mayor.

Timeframe: 21 to 90 days depending on the case.
Place of Submission and Collection: Technical Service of the municipality or delegation.

Conditions: The citizen must be the owner of the property to be subdivided and the intended use must comply with the plan.

Required Documents:
· Application on official form.
· Presentation note of the subdivision project.
· Ownership document.
· Topographic plan of the land.
· Subdivision plans and drawings.
· Certificate of connection to networks.
· Impact study.
· Classification decision if the property borders the public domain.

Timeframe: Maximum 4 months for the decision, notification to the applicant within one month.
Place of Submission: Central Reception Office.
Place of Collection: Technical Service of the municipality or delegation.

Conditions:
The applicant must have carried out works in compliance with the permit or urban planning regulations.

· Application addressed to the Mayor.
· Copy of the latest permit obtained.
· Certificate of payment of municipal taxes.

Place of Submission and Collection: Central Reception Office and Technical Service.

Conditions: Any citizen may request a certificate of change of use.

Required Documents:
1- Signed application.
2- Copy of the ownership certificate.
3- Certificate of payment of taxes.

Timeframe: One week.
